Shannon Coe

Shannon is the Director of Global Data Policy in the U.S. Department of Commerce, International Trade Administration. In this capacity, she manages a team that focuses on policy issues affecting global cross border data flows that support international trade. Shannon leads the United States’ participation in the recently established Global Cross Border Privacy Rules Forum and oversees the U.S. efforts to implement the APEC Cross Border Privacy Rules System. Shannon leads the U.S. delegation in the APEC Digital Economy Steering Group and the Data Privacy Subgroup. She was a key member of the team that negotiated the 2016 EU-U.S. and Swiss Privacy Shield Frameworks, led the implementation of the programs, and oversaw the first annual review. Prior to joining ITA, Shannon worked on a variety of international trade issues as an attorney in the Office of Chief Counsel for International Commerce of the Department of Commerce and as a transactional attorney in a NYC law firm.
