Julius Torach
Julius is the Commissioner for Information Technology at the Office of the Director of Public Prosecutions (ODPP) in Uganda. He previously worked at the Ministry of ICT and National Guidance, spearheading government efforts in eGovernment, eCommerce, cyber security and other electronic transactions. He chaired the technical committee that developed the Data Protection and Privacy Regulations for Uganda. Before joining ODPP, he initiated the drafting of the Data Market Strategy and the Ethical AI Framework. In the Africa region, he was the Vice Chairperson of the AI Working Group at the African Union. Mr. Torach holds Master’s Degrees in Computer Science and Business Administration with Specialism in Strategic Planning, a Graduate Diploma in ICT Leadership and the Knowledge Society, Diploma in Law, and a Bachelor of Library and Information Science. He is a Microsoft Certified Systems Engineer, and is also Certified in Microsoft Azure Fundamentals, IT Service Management (ITIL), Public Private Partnership, and A+ Computer Technician, among others.
