Stephen joined the Attorney General’s Chambers of the Hong Kong Government as Crown Counsel in 1986. In 1991, he was seconded to the UN Human Rights Committee (Geneva & New York City), and in 1992, became the Assistant Director of Public Prosecutions. From 1996 to 2014, he assumed the offices of Deputy Solicitor-General; Founding Director of Brussels / Berlin Economic and Trade Office; and Secretary-General of the Hong Kong Law Reform Commission. He graduated from the University of Hong Kong and was awarded an LLM from the London School of Economics. Stephen also pursued management courses at Harvard and Wharton, USA. Having completed his 5-year contract as Privacy Commissioner for Personal Data of Hong Kong in August 2020, he has resumed his private practice as an attorney-at-law and arbitrator, focussing on commercial, company, trust, intellectual property, white collar crimes and data law. He has advised the government, NGOs and tech giants on privacy and data protection policies / practices and defended corporations in court cases relating to data law breaches. Currently he is also the Chairman of the Independent Vetting Committee of the Institute of Big Data Governance (Hong Kong), adviser to various data audit consultancies (including cross-border data transfers assessments/verifications) and Adjunct Law Professor of Beijing Normal University.
